FIRST PART
Purpose, Scope, Basis and Definitions
Aim
ARTICLE 1 – (1) The purpose of this Regulation; It is to regulate the procedures and principles regarding the objectives, working areas, administrative bodies, duties of the governing bodies and the way of working of the Akdeniz University Nursing Practice and Research Center.
Scope
ARTICLE 2 – (1) This Regulation; It covers the provisions regarding the aims, fields of activity, administrative bodies, duties of the governing bodies and the way of working of Akdeniz University Nursing Practice and Research Center.
Rest
ARTICLE 3 – (1) This Regulation has been prepared based on the sub-clause (2) of the first paragraph of Article 7 and the Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.
Definitions
ARTICLE 4 – (1) In this Regulation;
- a) Working Groups: Groups formed to ensure that the activities of the Center are carried out over sub-groups of multidisciplinary practice and research areas,
- b) Center: Akdeniz University Nursing Practice and Research Center,
- c) Center Manager: The Manager of the Center,
ç) Central Board of Directors: The Board of Directors of the Center,
- d) Rector: Rector of Akdeniz University,
- e) University: Means Akdeniz University.
SECOND PART
Objectives and Fields of Activity of the Center
The aims of the center
ARTICLE 5 – (1) The aim of the center is to increase the quality of nursing care and to develop nursing services;
- a) Carrying out clinical research for nursing care, establishing evidence-based care protocols and guidelines, and ensuring the continuous monitoring of the care outcomes provided in this direction,
- b) To plan, implement and evaluate postgraduate continuing education in order to increase the professional competence and productivity of nurses for the continuous development of nursing services,
- c) To provide coordination between public and private sector institutions and organizations related to nursing services, to create awareness of care and to work towards its development.
Areas of activity of the center
ARTICLE 6 – (1) Akdeniz University Nursing Practice and Research Center carries out the following studies in line with its objectives:
- a) Conducts clinical research to develop innovative care practices based on clinical evidence in nursing.
- b) It trains the necessary manpower in the fields of application for the conduct of clinical research in order to develop innovative care practices based on clinical evidence in nursing.
- c) It directs nurses and undergraduate/graduate students who want to do research on nursing and care practices to research, provides training on research understanding and methods, and helps students/nurses to implement their research projects and provides opportunities.
ç) It creates guidelines and protocols in line with the results obtained from researches related to nursing and care, and ensures their integration into practice.
- d) Provides consultancy to nurses, nurse managers and leaders of public and private sector institutions and organizations with the aim of improving nursing services and increasing the quality of care in the region.
- e) It provides the training and development of care managers, care leaders, case managers and clinical nurses in parallel with the developments in the world in order to improve care outcomes and increase the quality of care in our university and in our country.
- f) Conducts postgraduate continuing education programs for nurses (Orientation trainings, information update seminars, in-service trainings and courses).
- g) It organizes congresses, panels, seminars, conferences and short-term courses in all fields of activity related to nursing, and ensures the participation of nurses and students working in these activities.
ğ) It carries out joint studies with national and international research centers, universities, units, foundations, institutes and other disciplines working in the fields of activity related to nursing, towards the development of nursing in our country.
- h) Leads the evidence-based nursing care by increasing school-hospital cooperation between the faculty of nursing, the University hospital and other public and private hospitals.
ı) Prepares research and application projects related to the fields of nursing activity, organizes and contributes to the organization of short-term training courses, upon the request of private and public institutions, in return for a price to be determined by the Central Executive Board.
THIRD PART
Governing Bodies and Duties of the Center
The governing bodies of the center
ARTICLE 7 – (1) The governing bodies of the Center are as follows:
- a) Director.
- b) Board of Directors.
- c) Advisory Board.
Center Manager
ARTICLE 8 – (1) The Director of the Center is appointed by the Rector for three years from among the full-time and permanent faculty members of the nursing faculty who have national and international studies in the field of nursing. The Director whose term has expired may be reassigned or, if necessary, dismissed before the expiry of his term.
(2) The Manager appoints one or two assistants among the members of the Board of Directors to perform the assigned duties and to act as his/her proxy when necessary. The power of attorney cannot exceed 6 (six) months. When this period is exceeded, the new Director is duly appointed by the Rector.
Duties of the Center Manager
ARTICLE 9 – (1) The duties of the Center Director are as follows:
- a) To represent the Center.
- b) To preside over the Central Executive Board.
- c) To implement the decisions taken by the Board of Directors.
ç) To prepare the annual budget of the Center to be submitted to the Board of Directors.
- d) To report to the Rectorate on the activities of the Center at the end of the year and when requested.
- e) To present the staff and appropriation needs of the Center to the Rectorate, following the approval of the Board of Directors, together with its justification.
- f) To carry out general supervision and control duties on the personnel of the Center at all levels.
- g) To cooperate with similar centers in the country and abroad.
ğ) To put into practice the activities related to education following the approval of the Board of Directors.
Center Assistant Managers
ARTICLE 10 – (1) Deputy directors; is appointed by the Director for three years to assist the Director in the conduct and organization of research, training, course and certification activities, administrative and technical affairs. The term of office of the Deputy Director ends at the end of the term of the Director.
Duties of Center Assistant Managers
ARTICLE 11 – (1) The center assistant manager is responsible to the Director and his duties are as follows:
- a) To ensure that the units affiliated to it are carried out and function in accordance with its purpose, to take and implement all related measures.
- b) To assist the Director in the performance of his/her duties.
- c) Fulfilling the duties assigned by the manager.
ç) To deputize for the Director when necessary.
Central Board of Directors
ARTICLE 12 – (1) The Administrative Board of the Center consists of five people under the Presidency of the Central Director. He is appointed by the Rector for a period of two years from among two-fold nursing faculty members and nurses who have worked and carried out studies in the fields of nursing. Members of the Board of Directors serve for a period of 2 years. A member of the Board of Directors whose term of office has expired can be re-elected. With the reasoned proposal of the Director of the Center, one or more of the members of the Board of Directors may be dismissed by the Rector. The member appointed to replace the dismissed member completes the remainder of the membership term. The Board of Directors meets once a month with absolute majority upon the call of the Director of the Center and takes its decisions by majority vote. In case of equality of votes, the vote of the Director of the Center determines the decision.
Duties of the Central Executive Board
ARTICLE 13 – (1) The duties of the Central Executive Board are as follows:
- a) To determine the work program and activities in line with the purposes set out in this Regulation.
- b) To examine and decide on the annual budget draft prepared by the Director of the Center.
- c) To discuss and decide on the annual activity report.
ç) To prepare a long-term scientific and administrative plan proposal and submit it to the Rectorate's opinion.
- d) To supervise the establishments of the Center.
- e) To prepare proposals for amendments to this Regulation and submit them to the Rectorate's opinion.
- f) To select the teaching staff and other personnel proposed by the Center Director to be assigned in the working units to be established within the Center.
- g) To determine and decide on the principles regarding research, education and other activity programs, project and consultancy services, financial support, scholarship and publication, and to determine the cost of such projects and services.
ğ) To determine the principles and execution conditions of cooperation with national and international institutions and organizations.
- h) To submit the proposal of granting honorary membership to the local or foreigners who make material and moral contributions to the Center and its aims, for the approval of the Rector.
ı) To prepare the proposal to dismiss the members of the Advisory Board who act contrary to the purpose or honor of this Regulation and submit it to the Rectorate's opinion.
- i) To determine those who applied to the Center or among the scientific studies carried out with the facilities of the Center, which were deemed worthy of incentives that year.
- j) To take initiatives to increase the income of the center, to take the necessary precautions, to determine the income distribution and usage patterns according to the relevant legislation.
- k) To decide on other issues suggested by the Center Director.
Central Advisory Board
ARTICLE 14 – (1) The Central Advisory Board consists of the members determined by the Central Executive Board from among the university lecturers working or willing to work on the fields of activity of the Center, and people recommended by the public, private sector and non-governmental organizations operating in the Mediterranean Region. The number of members of the Central Advisory Board is determined by the Central Executive Board, with a maximum of thirty people. The number of members consisting of academic staff of the university cannot be less than one third of the total number of members. The term of office of the members of the Central Advisory Board is two years. Members who leave before their term expires are replaced by new members with the same procedure to fill the remaining term. Members whose term has expired can be re-determined. The membership of the member who does not attend the Central Advisory Board meetings three times without any excuse is terminated.
(2) The Central Advisory Board convenes at least once a year upon the call of the Center Director. The Central Advisory Board convenes with the absolute majority of the total number of members and the decisions are taken with the absolute majority of the attendees.
Duties of the Central Advisory Board
ARTICLE 15 – (1) Duties of the Central Advisory Board; Evaluating the activities of the Center, making project proposals in line with the purposes of the Center, creating ideas for the realization of these projects and helping to develop relations with the relevant persons and organizations.
(2) The Central Advisory Board may form sub-committees related to the activities of the Center and may recommend members to take part in these commissions.
FOUR PART
Miscellaneous and Final Provisions
working groups
ARTICLE 16 – (1) Working groups are formed in order to ensure that the activities of the Center are carried out over sub-groups of multidisciplinary practice and research areas. Working groups are scientific research units affiliated to the Center, consisting of a maximum of five people upon the recommendation of the Central Executive Board. Members of the working groups are determined from among national and international university members, provided that at least one of them is University staff. Working groups;
- a) Nursing clinical research,
- b) Nursing care protocols,
- c) Nursing consists of postgraduate education and practice.
Tasks of the working groups
ARTICLE 17 – (1) The duties of the working groups are as follows:
- a) To make scientific suggestions, ideas, projects and analyzes in line with the aims and fields of activity of the Center.
- b) To prepare presentations for scientific seminars, meetings, training studies and congresses.
- c) To conduct research and/or work on the subjects determined by the Central Executive Board.
ç) To present their work as a report to the Central Executive Board.
Personnel needs
ARTICLE 18 – (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be appointed by the Rector in accordance with Article 13 of the Law No. 2547.
Equipment and fixtures
ARTICLE 19 – (1) All kinds of tools, equipment and fixtures purchased within the scope of research supported by the Center are allocated for the use of the Center.

ARTICLE 20 – (1) The spending authority of the Center is the Rector. The Rector may delegate this authority to the Director of the Center.
Circulating capital
ARTICLE 21 – (1) In the services of the Center within the scope of revolving funds, the provisions of the Akdeniz University Revolving Fund Management Regulations are applied.
Cases where there is no provision
ARTICLE 22 – (1) In cases where there is no provision in this Regulation, the provisions of the Law No. 2547 and other relevant legislation are applied.
Force
ARTICLE 23 – (1) This Regulation enters into force on the date of its publication.
Executive
ARTICLE 24 – (1) The provisions of this regulation are executed by the Rector of Akdeniz University.
